StattRise of Totalitarianism (engl.) is a strategy game for 3 players aged 12+ with a playing time of 180-540 minutes. Players take on the roles of Social-Democracy, Fascism, or Communism, competing for control over European governments from 1919 to 1933. The card-driven gameplay involves political actions, crises, and elections to influence stability and power in major and minor nations.
Germany, 1919. The Paris Peace Conference is about to begin, yet unrest and violence are already spreading across Germany, Italy, and many other European countries. Communist forces, inspired by the Bolsheviks in Russia, are gaining momentum. The fate of revolutionary leaders Rosa Luxemburg and Karl Liebknecht hangs in the balance. Will the German Social-Democracy form a dangerous alliance with the proto-Nazi Freikorps to remove their rivals from the political arena? Extreme left and right-wing parties clash, creating turmoil that pressures Social-Democratic and Liberal governments to restore peace in Europe. Democratic forces have roughly fifteen years to prevent the continent from descending into tyranny and totalitarianism. But will they succeed, or will history repeat itself?
Rise of Totalitarianism is a card-driven strategy game that immerses players in the ideological battles and political struggles that led to the rise of totalitarian regimes across Europe between 1919 and 1933. Designed for three players, each takes on one of three competing ideologies: Social-Democracy, Fascism, or Communism.
Supported by 90 historically grounded game cards, players utilize political events and actions to gain supremacy and must navigate the economic crises, hyperinflation, class conflicts, and the Great Depression—all factors that threatened the stability of liberal European nations. Political Points earned from cards allow players to secretly plan actions using chits, which are revealed simultaneously. These actions include propaganda, conflicts, laws, reforms, and more, all aimed at influencing public opinion, political alignments, the economy, and government stability.
The players’ objective is to control the governments of major powers (Germany and Italy) and as many minor nations (Austria, Czechoslovakia, Greece, Hungary, Lithuania, Poland, Portugal, Romania, Spain, and Yugoslavia) as possible. Control over minor nations involves shifting their political allegiance or destabilizing their governments. In major powers, control is more complex: one ideology rules the government while the others work to destabilize it and force elections. Social-Democracy strives to maintain democracy through elections, while Fascism and Communism aim to establish permanent totalitarian regimes. Such regimes eliminate elections unless economic or social collapse triggers their downfall.
All player activities require careful planning and resources. Actions cost Political Points and Funding, which fluctuate with the political and economic fortunes of the ideologies and their nations. Leaders—historic politicians and statesmen—can boost the effectiveness of specific actions, measured by Action Points, which enable various gameplay benefits.
The game features three types of cards:
- Crisis Cards: Represent historical events that generate challenges or opportunities and trigger crises players must resolve.
- Strategy Cards: Specific to each ideology, these provide Political Points and include events, political actions, laws, and crises that shape the gameplay.
- Coup Cards: Used to simulate cascading government overthrows in minor nations, adding additional crises and events.
Gameplay unfolds over turns representing one to four years, each divided into four phases:
1. Funding Phase – Players determine their funding levels and choose their turn order.
2. Card Phase – Players draw and reshuffle cards as needed.
3. Political Phase – One to three rounds involving crisis resolution, secret strategy card selection and reveal, planning and resolving actions, and conducting reactions, followed by crisis checks.
4. Cleanup Phase – Economic and stability checks for major powers and minor nations determine government continuity, elections, or regime fall.
Economic health directly influences government stability. Failed stability checks in major powers trigger elections or, if under a regime, only fail under dire economic conditions. In minor nations, failed stability checks lead to government overthrow and ideological shifts.
Rise of Totalitarianism offers a deep, historically immersive simulation of the turbulent years that shaped Europe’s political landscape between the wars, challenging players to rewrite or reenact history through strategic political and ideological maneuvering.
